Governor Beebe Announces Intent to Grant Pardons

LITTLE ROCK – Governor Mike Beebe today announced his intent to grant 10 pardons. An additional 36 clemency requests were denied and 46 had no action taken upon them. These include requests from both inmates and non-inmates.

The 10 applicants intended for pardons have completed all jail time, fulfilled all parole-and-probationary requirements and paid all fines related to their sentences. There is a 30-day waiting period to receive public feedback on the pardons before final action is taken.

Governor Beebe intends to grant pardons to the following people:

Jametrena Abernathy (Little Rock): Delivery of Cocaine, Breaking and Entering, Theft by Receiving

This notice is issued based on the date of conviction (1994 - Pulaski County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Thomas Carland (Little Rock): Possession of Marijuana with Intent to Sell, Delivery of Cocaine and Amphetamines

This notice is issued based on the date of conviction (1973 - Pulaski County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Betty Coleman (Little Rock): Theft of Property

This notice is issued based on the dates of conviction (1998 - Phillips County, 2005 - Little Rock District Court), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Ernestine Fair (Pine Bluff): Shoplifting

This notice is issued based on the dates of conviction (2003 - Pine Bluff District Court), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Linda Franklin (Little Rock): Possession of Controlled Substance and Drug Paraphernalia

This notice is issued based on the date of conviction (1991 - Pulaski County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Tamela Johnson-Garth (Pine Bluff): Forgery, Criminal Impersonation, Theft by Receiving, Theft of Property, Hot Check

This notice is issued based on the dates of conviction (1997-2002 - Jefferson County, Pulaski County, Little Rock District Court), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. The Pulaski County Prosecutor objects to this application.

Arnold Martin (Huntington): Burglary, Grand Larceny, Forgery

This notice is issued based on the date of conviction (1965 - Sebastian County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Randy Morris (Garfield): Vandalism, Flight from Officer

This notice is issued based on the date of conviction (1968 - Benton County, 1974 - Washington County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application. This will be a posthumous pardon.

Trevia Scarver (Pine Bluff): Shoplifting, Criminal Trespass

This notice is issued based on the dates of conviction (2000-2001 - Pine Bluff District Court), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.

Greg Schaaf (Brookland): Possession of Drug Paraphernalia

This notice is issued based on the date of conviction (1998 - Craighead County), the fact that all terms of the applicant's sentence have been completed and there have been no further criminal-law violations. There are no law-enforcement objections to the application.
